LY Sambo 

Lawyer & Commercial Arbitrator

Sambo holds an LL.M in Business Law from Yokohama National University (Japan) and has over 14 years of experience in legal practice, advising clients on banking and financing, secured transactions, corporate and commercial, M&A, foreign investment, concessions, telecom, real estate, energy, mining, licensing, infrastructure, arbitration, litigation, insolvency and tax matters. He is rated as a leading lawyer in IFLR1000.  


He has extensive experience in debt and equity finance, project finance, merger and acquisition, and joint venture, including working on some of the largest transactions in Cambodia. He has acted as a national consultant for ADB and World Bank in some technical assistance projects related to PPP, energy and infrastructure. He has also represented clients in criminal and civil cases in Cambodian courts. 


Sambo is also among the first commercial arbitrators admitted to the Cambodian National Commercial Arbitration Center (NCAC) and he has been appointed to resolve one of the first arbitration cases filed with the NCAC.

SHIMANUKI Masao

Masao has been practicing law since 2005 in Japan and USA. His area of expertise includes M&A, real estate, commercial/financial contract, labor law, and dispute resolution. He is also an expert of the Civil Code and Code of Civil Procedure of Cambodia and has delivered lectures to judges, attorneys, public officers in Cambodia. He has worked as a JICA legal expert at the Ministry of Justice in Cambodia for 3 and a half years to draft various Cambodian laws.  He has also provided lecture on International Dispute Resolution at the Royal University of Law and Economics. 


Masao holds an LL.B. from Keio University and an LL.M. from the University of Hawaii. He is licensed to practice law in Japan and New York. He is a native Japanese speaker and fluent in English and Khmer. Masao is a member of the following professional associations:
